當藝術創作從單一物件的短暫展示,深化為融入水文、生態與社群網絡的『中介實踐』時,這項系統性地方文化工程將如何跨越單點介入的桎梏,實質修補人地關係並觸發城市空間治理的典範轉移?」
2026 桃園地景藝術節以桃園 35 公里的「珍珠海岸」為實踐場域,全面啟動「雙年展制」的制度轉型。從竹圍漁港、許厝港濕地、觀新藻礁,到草漯沙丘、新屋石滬群與永安漁港,藝術在此不再是去脈絡化的空間裝置,而是轉化為理解、協商與修補人地關係的「公共工具」。
本屆國際論壇旨在搭建跨國對話平台,透過學術論述與實踐案例的雙軌激盪,共同探討面向未來的永續地景策略與藝術扮演的角色。

西村幸夫|東京大學名譽教授
核心焦點:日本歷史景觀保存權威。將由全球歷史都市之治理經驗出發,前瞻剖析文化景觀保存與當代城市發展的動態平衡與治理制度。
笠原良二|公益財團法人福武財團事務局長
核心焦點:享譽國際的「直島模式」核心推手。將系統性解析如何以藝術為核心驅動力,建構「企業 CSR + 財團 + 政府 + 在地居民」的四方協同治理與區域再生機制。
山崎亮|studio-L 創辦人
核心焦點:日本社區設計(Community Design)代表人物。分享如何透過獨創的設計培力引導居民參與公共治理,實現「由下而上」的地方共創與主體性建構。
四方幸子|十和田美術館館長

富邦美術館副館長、台灣文化創意產業聯盟協會理事長。專精於文化策展、城市文化治理及跨部門行政資源整合的文化品牌策略規劃。

Theme: Art as a Public Tool for Understanding, Negotiating, and Repairing Landscape Systems
“When artistic creation evolves from the ephemeral display of a solitary object into a ‘mediating practice’ deeply embedded within hydrological, ecological, and community networks, how will this systemic local cultural project transcend the limitations of single-point interventions, substantively repair human-land relationships, and trigger a paradigm shift in urban spatial governance?”
The 2026 Taoyuan Land Art Festival has embarked on a pivotal institutional transformation by officially transitioning to a Biennial System. Utilizing Taoyuan’s 35-kilometer “Pearl Coast” as its empirical site—stretching from Zhuwei Fish Harbor, Xucuogang Wetland, and Guanyin Algal Reefs, to Caota Sand Dunes, Xinwu Stone Weirs, and Yongan Fish Harbor—art here is no longer a decontextualized spatial installation. Instead, it is transformed into a “public tool” for understanding, negotiating, and repairing human-land relationships.
This international forum aims to establish a transnational platform for dialogue. Through the dual activation of academic discourse and practical case studies, we will collectively explore future-oriented sustainable landscape strategies and the evolving role of art.
International Perspectives | Transnational Dialogue
Yukio Nishimura | Professor Emeritus, The University of Tokyo
Core Focus: A leading authority on historical landscape conservation in Japan. Drawing from global experiences in historical urban governance, he will offer a forward-looking analysis of the dynamic balance and institutional frameworks governing cultural landscape preservation and contemporary urban development.
Ryoji Kasahara | Executive Director, Fukutake Foundation
Core Focus: A pivotal driver behind the internationally renowned “Naoshima Model”. He will systematically analyze how art serves as a core catalyst to build a quadrilateral collaborative governance and regional revitalization mechanism encompassing “Corporate CSR + Foundations + Government + Local Residents”.
Ryo Yamazaki | Founder, studio-L
Core Focus: A representative figure in Japanese Community Design. He will share methodologies on guiding residents to participate in public governance through unique design empowerment, achieving “bottom-up” local co-creation and the construction of community agency.
Yukiko Shikata | Director, Towada Art Center
Core Focus: Veteran curator of new media and ecological art. Integrating cross-disciplinary perspectives of technology, information flux, and ecological data, she explores new frontiers of contemporary landscape governance at the intersection of digital and physical realities.
Mireya Samper | Artistic Director, Fresh Winds International Art Biennale
Core Focus: Grounded in a Nordic perspective, she will elucidate how art serves as a poetic medium to gracefully respond to extreme natural environments, collective cultural memories, and environmental sustainability.
Eung-woo Ri | Founding Member, YATOO (Korean Nature Artists’ Association)
Core Focus: An advocate of the Eastern artistic philosophy of “co-creating with nature,” demonstrating practical pathways for nature art that are low-intervention, low-carbon, and profoundly respectful of the native environment.

Hsuan-Cheng Chen | Project Director, 2026 Taoyuan Land Art Festival
Full-time Professor in the Department of Architecture at Chung Yuan Christian University; Principal Architect of ArchiBlur Lab. Spanning architectural creation, landscape architecture, and public art, his work focuses on the structural synthesis of material aesthetics, spatial textures, and environmental resilience systems.
Yu-Chieh Lin | Curator, 2026 Taoyuan Land Art Festival
Deputy Director of Fubon Museum; Chairperson of the Taiwan Cultural and Creative Industries Alliance Association. She specializes in cultural curating, urban cultural governance, and cultural brand strategic planning driven by cross-departmental administrative resource integration.
Wan-Wen Huang | Curator, 2026 Taoyuan Land Art Festival
Assistant Professor in the Department of Art and Design at Yuan Ze University. Her research covers social design, community-engaging art, and cross-disciplinary curating, with a long-term commitment to co-creative actions linking spatial installations with local memories.
Mali Wu | Curator
Honorary Professor at the Graduate Institute of Interdisciplinary Art, National Kaohsiung Normal University. A laureate of the National Award for Arts, she is deeply invested in connecting socially engaged art with ecological and community public issues, utilizing art to spearhead institutional reform.
Chia-Hung Hsiang | Community Empowerment & Local Creative Practitioner
CEO of Spark Studio; Standing Supervisor of the Taiwan Community Empowerment Alliance. Specializing in comprehensive community empowerment and strategic planning for local revitalization, he is dedicated to constructing autonomous, co-creative networks within local rural communities.
